I have 200% habitabillity in ALL worlds, I can have machine worlds which are ridiculously good by comparison to everything else. It should not be a free trait, the downside isn't severe enough. Having it be free would make it a automatic pick for most empire types (not all, but many). The downside to the trait (habitability penalty on frozen or dry worlds) is often irrelevant, but can admittedly be a big deal as well (depends a bit on RNG and what worlds you get nearby).
